He wanted to start a legit career in the army and he always felt bad for the crimes he did like the jobs for Martinez in the beginning and he never wanted to deal with drugs , he just got pulled into the mess. He also realised that the world is a messy place full of suffer until you die. He just did what he was forced to do. The most impressive thing for me is that he was always nice to the people who didn't try to backstap him. He never wanted to be involved in the crime world but was forced into it. Even then, he focuses his kills and thievery for the most part on other criminals. Regretting all the murders is one thing but i think that his kills per mission ratio would be one of the highest of all GTA games. But i might be proven wrong, I've never finished VCS, I've just seen some missions throughout the game so... Now, ontopic, I was playing vcs today and I noticed something, aunt enid says that he can't spend all the money in himself or his GF louise because he got responsabilities, so all this time he kill all those people for the sick brother's medic bills, with 100k wasn't more than enough for the payment in 1984? He get that money quantity before he reach the vice beach Island, I think Víctor loves to kill people and do bad things but the only one that don't realize about it is he. So $100,000 back then would be $220830 now. And asthma related costs now are around $1740 divided by 2.2083 = $787.936 rounded to $787.95 in 1984. So $100,000 - $787.95 = $99212.05 of spare change. Therefore, yes Vic had more than enough to pay off Pete's medical bills. Just remember though even in the HD GTA 4 when you have half a mill, Niko says he's poor in cutscenes. Other GTA protags are assasins, they killed innocent people but Vic usually kills gangsters, bikers, drug dealers, pimps, cartel members, kingpins so he pulled the trigger against other assholes. But the new Empire building feature shows that Vance Crime Family became the biggest crime ring in Vice City, this makes Victor the biggest asshole in the city! Even he said "No, I am an asshole!" . The second one after him would be Luis Lopez, I guess? I don't know why, but that guy may not be smart and bright, but he's responsible towards his mom and do what's right. He killed his sister's teacher after he was molesting her. After out of prison, he's working legit in the night club and became the manager. Then assholes came to his life.
