Xbox One Empty Rooms Help

It seems I cannot get into any lobby with other players in it. It takes a very long time to load freeroam and jobs online. My connection is wired and my nat is open. On 360 I can get into a full lobby easily so it is not my connection. Is anyone else having these issues and does anyone know any fixes?

Ps4 can't ger online. Files unavailable message, or rockstar services unavailable pops up. Just tried again and it shot me into single player intro. Son of a gun this was my only night to play this week!
