I can tell you exactly how to get one to spawn, but you are only going to be able to mod it with charles and ifruit, and even then it's more difficult because speedo isn't actually in ifruit coding.

 

but if you want a speedo, do the mission "caught napping" without a personal vehicle spawned. complete the mission inside the speedo that the main guy is being held in. once the mission is over, you will remain in the van. This van can't be saved, but if you drive over to the plaza with the suburban and the ammunation in/near chumash another speedo will spawn 99% of the time in the north alley of the plaza.

Rumpo's aint that hard to spawn. I saw a few around the lsc in town today. Just look at parking spots, they are most of the time parked.

You can customise it using Charles and Ifruit, or Ifruit Fiddler. Look them up, it's a piece of piss once you get the hang of it.

100% spawn for the speedo is in potshot mission,go to grapeseed after you recover the mission speedo you will find a random colored one in front of the grocery store

If you buy paradise and go to invite only you will see many rumpos between weazel plaza and mod shop.

^ This, you can also go for a long drive during potshot and spawn them at various places. The road beside eastern downtown LSC has 4 or 5 van spawning slots. Good percentage to get the colour you want. There's also a spot on south shambles street. One in downtown and another near shambles street. Could be 100 speedo spawns around the map providing you are driving one.

No visual mods.

Start Grab Your Ballas inside that Suburban and the Speedo in the alley spawns 100%. It can be stored while in the mission

wow , just got black speedo on cypress flats

even though it's not seen on traffic , one black speedo is parked on fenced area
