cant sell stolen cars

i havent been able to sell any common cheap cars ive gotten off the streets for 3 days now, even after not playing gta for a day. ballers, sabres, random npc's penumbra/mesa/cavalcade if i didnt buy it i get "sorry we dont need any vehicles right now". i had though maybe they changed it so i have to roam around the map for 45mins before selling again but im positive im "stuck" somehow.

well shoot, i just damage a car before i enter lsc, then spammed the hell out of the A button on "sell" for 30 seconds and it reset. "sorrysorrysorrysorrysorrysorrysorryVEHICLESOLD" jesus the things you have to do in this game. and R* wonders why people exploit.
