Could be your NAT type.. though I know many friends who have it set to Open yet still face the same issues, this doesn't occur much to people until they try the game out on current-gen so it might be on R*'s end, you'll just have to keep rejoining lobbies (by pressing start > online > find new session) and hope it'll place you in one that isn't empty, that's what I've been doing the last few weeks.

Thanks for the reply mate will look in to my nat settings and hope it works can't believe it's a lot slower that the old gen

Its r* that has the problems. I can play any other game just fine.
