A gaming PC capable of playing GTA IV decently is probably going to cost you $700 to $1000. They always pack up a powerfull i7 and combine it with a very weak GPU, unnamed chinese PSU brand, bad motherboard and slow ass RAM. And then plan something out on the site (or go to "Create A Part List For Me"), post it to their "Part List Opinions Wanted" section of the forum (redundant if using other forum) and you should have a good PC to use. As for building a PC, it's really easy; sort of like a Lego set. As long as you think things through/take your time while building it, you'll be fine. It is really easy to build a PC yourself, don't be afraid of it. Most of things to do are in the motherboard manual. Last one I built took me 56min, when totally new you can stil do it in a relaxed day off.
