Is it possible to mod cops?

to force them to obey car speed limits? Now they can always drive faster than you which is f*cking lame and retarded. Even Special Agent Car goes faster than any other when driven by cops. Probably even SWAT VAN though I haven't tested it so much.

Probably but their sudden speed boosts are fun. You can still dodge them and trick them into driving into water.

It is fun to dodge them but they can be annoying in some missions where you have to avoid the police at all times and it's constantly blocking your way from escaping. Like in Alma Mater Prison (which is Redneck red phone mission) where you have to drive to Mobile RV Park after breaking out of prison without letting police bust you up especially in vehicles where they normally catch you up.

 

But how did they use sudden speed boost? Was it from A.I script?

Like Sektor said, its really fun and using oil slick you can get rid of them by making them stop or cause the cars to crash into others.

Yes, you can use oil and stuff against them. But it is very LAME that they can always drive faster than you. They should obey the limits just like players. If their car doesn't go faster than you then you should be able to get away by driving.
