Honestly I think it's pretty funny. If you don't like it, switch servers/go to SP/turn off your console. I see absolutely no harm in modding, as long as said modder isn't using Godmode and/or spam killing everyone in the lobby. Even then, report and move on by using options previously mentioned. It's just a video game, for God's sake.
