They absolutely cannot release heists while the game is broken and on Xbox one it's broken alright , empty lobbies connection losses unable to connect to other players and many more and the fact that they are still at the stage where they are blaming each players connection settings the chances of them having the game in a stable enough condition to release heists for even spring I'll be amazed , f*ck heists rockstar fix your f*cking game I have now bought twice

PS4. Smooth sailing.

No problems at all on PS4 here, non of my mates have problems either.
Some people just make sh*t up.

Can't say I've ever had a problem connecting since switching to PS4, jus' sayin'...

 

Connection problems are often region based and not console based.

As we can see by you, yet again. Rockstar support pages are filled with reports of connection issues from both Xbone and PS4.

People still care about heists?? It's been over a year now, the end product will inevitably be a disappointment for such a long wait.

Once heist is out, it will go from bad to worse due to player's mental performance. If they couldn't do well in missions, chances are they'll screw up royally in Heist missions, too.

I heard that some guy named "Waldo" is in charge of releasing heists. But, we gotta find him first, then he'll tell us where the heists are at.

Yeah, I don't think they are coming before the PC version hits. Sometime in February sounds more like it. (unfortunately)
