Why does the game slow down if you mess with the settings?

Has anyone else noticed that if you change the graphic options any way you'll lose FPS? Like it doesn't matter if you lower the settings or not. And the only way to get the game running like the way it should you have to reset the game anytime you change the graphic settings.
