Long time ago, I wanted a Rancher XL really bad. I went to airport parking lot 20-30 times a day for a week to find it with no luck. Found a Bagger on last gen (When they only spawned when Simeon wanted them, sometimes on current gen I see them regardless of what Simeon wants)

when chasing a bounty, of course I took it straight to my garage, I guess the guy with the bounty had it on their Simeon list because I didn't.

(Also a question, should I give it the white walls to make it a replica of a Harley Davidson Screaming Eagle?)

I think the rarest vehicles online are the vehicles that can't be stored, and the Hearse.

That's what makes it rare. It was only available to be bought for a couple days, and that was 10 months ago. It cannot be bought now, and it has no spawn points.

 

Imo, it's as rare as it can be.

I seem to have good luck finding rare vehicles, an Invite only can really help.

 

Probably one of the rarest cars I see in traffic is the Rocotto, I can only recall a handful of times its been in traffic. Even back when I had a character with one.
