There's a chance he could have worked with M, F or T before. I'm kind of wondering why this guy is leading the show instead of Lester like he normally does in SP. Maybe it's since O is a few months before SP so Lester is considering himself still technically retired from the heists. I always thought it'd be cool if you could pull a job with Michael, Trevor or Franklin. He says stuff like that when you pick the heist crew in SP. So I'm pretty sure that Lester would've had to have led some jobs beforehand. Also, with the high-tech wizardry that Lester has around his house it is safe to say that he's not just running on social security. I think Jeff is a reference to San Andreas because OG Loc was talking about a Jeff in one of the missions (as far as I can remember). Also there was a random encounter with a Jeff in IV. This was revealed by NillxModz and we all know about him. In other words JEFF DOES NOT EXIST!!! That guy in the trailer has no revealed name. A few ambitious people hypothesized that he might be Jeff back when that leak was credible and here we are. It's worse than the Tupac dlc rumor. In a timeline sense, GTA: Online takes place three months before GTA V Storymode. I think it's plausible to say that Steve Haines could not change his height, weight, hair color, facial structure, eye color, and attire in three months.
