[GTA 4] Persistent Taxi Bug Issue When Modding

I recently got back into GTA 4 after I found a nice little mod that add's a fun GTA 5 style tank to the game,

the mod can be found here : http://www.gta4-mods.com/script/tank-v-style-script-v11-f26265

Anyways, so to install it you have to replace the ripley model and texture with its own, and the wft comes out to under 4MB. Once all parts are installed properly I try it in game and even though it comes with a "taxi bug" fix, it doesnt work, and I end up getting tonnes of taxis (jamming the streets)

I also tried the essential car pack ( http://www.gta4-mods.com/vehicles/the-essential-200mb-car-pack-v10-f12404) and of course that breaks the game causing the taxi bug.

This also happens even when I mod one car, like I tried to replace the Feltzer with a Toyota MR2 GT but that also summoned forth the taxi bug.

I've tried Real Traffic, Traffic Control, Traffic Flow, and Traffic Load. The first 2 don't work (lets the taxi's roll), Traffic flow doesnt really work, either no cars spawn, or tons of taxi's as well as a few cars of the same type, which changes randomly about every minute.

TRAFFIC LOAD JUST DOESN'T WORK AT ALL FOR ME! I can barely go a few blocks from my house before textures stop loading and eventually nothing loads and i'm floating on invisible land. Also no cars spawn, except for a few parked here and there. I tried messing with traffic loads settings .ini and the games graphic settings but I can't get it to work.

I'm at my wits end here, I can't have tanks, or my favourite cars, or any mod cars for that matter without the taxi bug.

My computer should be more then enough to run GTA 4 with mods (even with ENB)

CPU : AMD Phenom II x4 965 BE (3.4 GHz Quad Core)

RAM : 16GB DDR3 1600Mhz

Video : Gigabyte GTX 570 Super OverClocked (845mhz core, 1280 MB VRAM)
Disk 1 : Adata SX900 256GB Solid State

Disk 2 : Seagate Constellation ISE 2TB HDD

(I have GTA 4 installed through steam on my Solid State)

Nope, sorry, didn't work. I was kind of excited that maybe it would solve my problem but nope.

Btw I'm using GTA 4 version 1.0.7.0 (I don't have EFLC installed right now but I do own it).

I even set the ini for RIL.Budgeted to 80000 Bytes (double of the default size, I believe thats suppose to be 80MB of budget). Still had no effect on the taxi bug.

EDIT : Actually, it might be working, I just didnt give it enough time to load but I tried again and it loaded up an assortment of cars after some time. though with the default setting of 40000 bytes, not much spawns. I'm going to try 2,000,000,000 Bytes (2GB) to see if that helps, but its probably mostly harmful.

So any update?

It seems to be working, kind of, I'm still getting missing stuff and slow loading textures and buildings.

EDIT : While I'm setting all the modded vehicles spawn now as they should, a few minutes into the game and stuff just doesnt load anymore, so I end up driving on invisible roads among non-existant buildings. About 5 minutes in the game crashes.

Nothing has been done about that yet sadly, but at least your taxi bug is fixed. :p

Well I lowered the budget/memory in the mod to 128 MiB and I'm using a commandline.txt now and the game seems to be runnign OKIsh now, I still get some blurry textures here and there, and i lowered the texture setting to medium. I also did some tweaking in Nvidia control panel to slightly enhance and improve the performance.

Still the game seems to crash after a while, I did get about half an hour of blowing up police with the Tank V style mod :) Its all fun and games until you have the police role out tanks to fight back!
