Ryder was never a "final villain". The only difference was he wasn't revealed as an antagonist till "Photo Opportunity" in early stages.

 

And the sole reason his dialogue in Pier 69 was recycled was the "last minute" change to how the mission unfolds.

 

My assumption is:

- They added Ryder to Green Sabre to fix a plot hole. "what happened to Ryder?" / "why wouldn't CJ try to contact Ryder after being kidnapped to Angel Pine?"

 

- They made you chase after Ryder rather then Teabone in Pier 69 because killing Ryder who has been a "close friend" to CJ since childhood in a simple cutscene "in the blink of an eye "would have felt unsatisfactory to the player. This was done late in development, hence why there is still strings, audio and such left for the original T-bone chase / Ryder assassination. And there was no time / felt need to get his VA to do new lines for the "revised" mission.

Finally 2025 is came and we are ready for the big release of this great mod! 

But our team decided, we should make this game on new game engine to make it better and more beta. Because why not? We will make this mod perfect. We decided to remake this game on Unreal Engine 5 with PS5 and Xbox series x graphics.

The GTA Rewind mod with Unreal Engine 5 will come in 2030!!!!! Get Ready for it and be patient.
