You must be classified as a returning player from either Xbox 360 or PS3 in order to purchase the Dukes, Blista Compact, and Stallion

other than that, you cannot own one as they are classed as high end.

I have a friend with the same issue... Not sure, but pretty certain he had issues changing over & just decided to start over again. This might be why he can't get the Dukes. Hotknife etc, but I thought that these were just part of GTA on PS4 / Xbone.
