From the LSC down to the Docks where Simion's WH is. Like the other player already said. Not sure the type of car to use to get it to spawn though. I still have mine and i'm on PS3 if ya need help.

Sadly no it doesn't most of the time, I've tried many times, I've only got it to work once, even then the game won't let you own the car, GG R*

One spawns in my garage all the time.

 

They also have been known to spawn near the docks, but with more frequency (for me) north of the LSC close to the docks, close to where all the hipsters congregate. Thats where i got mine.

Drive around the docks in a muscle car. If other muscle cars than Phoenix spawn, swap sessions and keep driving at the docks. This is how I got my Ruiner. Phoenix spawns more often than Ruiner for me though. Gauntlet, Dominator and Phoenix are the most common in my experience.

I was in East Los Santos last night on foot and half the cars that drove by me were Phoenixs

As stated go to the lower eastside around Cypress.

 

Then go to find new session. Check around. Repeat. You are bound to spawn into a session with them spawning.

 

As well if hunting a single room. Best to do it alone. As the spawn cycle seems to change quicker alone. Going in and out of LSC seems to help change cars that spawn.

this game have some sort of mind reading stuff and would stop spawning the car you want. you can be looking for the most common car in the game, and it would stop spawning.

 

it happened to me while looking for the phoenix, the fusilade and the dominator.

 

you have to trick the game into thinking youre looking for lets say a dubsta while in reality youre looking for fathom.

Honestly everywhere. I see hordes of them constantly spawning around at random. of course only after getting one finally.

I don't think you get what I was getting at.

 

If the OP had a phoenix in which to drive round in, then why would they be wanting to spawn one?

 

But yeah, I can't remember what I had to drive round in to get my Nemesis, but it wasn't even a bike.

One more thing, a youtube video i saw last year said that driving a hardtop clean tornado around the docks or east LS increases spawn rate. It worked for me

I see them all the time at the railroad crossing near Chamberlin/Grove Street/Vagos area, trick is to spawn there, set your spawn to last location, change sessions until they spawn.

Other ares:

*airport

*paleto bay

*around where lester lives

I always find them next to where you deliver the high priority vehicle.

Moral of the story is they consistently spawn where we have said. Around the LSC on the East down to the Docks. Gauntlets I always see spawn alot in game and Dominators less frequently. Vigero's, and Ruiners I rarely see spawn.
