It does sound like Cops 'N Crooks will be a separate mode from Heists. As for your other questions, nobody knows.

 

I do doubt you will have to create another character just to play CnC. That sounds stupid.

Crooks should have balaclavas,pistols,ak47s and maybe the cops swat outfits,mp5s and carbines(probably they will have officer uniforms though).Weapons should be forced and pickups.

As I suggested in another thread, the game could simply swap your regular outfit for a cop (or crook) outfit when playing CnC. Having to create another character just to play one mode seems a little absurd.
