Driving Stat Confusion

Are there multiple driving stats? When I look at my skills under the start menu, my driving stat is on max, but in a mission menu, I have racing driving stat and Sunday driving stat and both are under half.

 

Can someone explain this to me please, is it a glitch or is one of the stat bars lying?
