Why don't you edit your OP and include some examples? Some people haven't played those games for years. :)

Chinatown Wars is the best game in every listed feature.
But GTA 2 holds a special place in my heart...

Story/Theme/Characters: CTW.

 

GTA2s gameplay felt great for the genre its in. Never had so much fun with top-down games.The other 2 votes are pretty unanimous
