How do I use speakers like these?

I'm planning on getting those. But how do you install and use this type of speakers? Do you connect them to a PC like ordinary speakers or connect them to another speaker system?

They're PA speakers, the type of thing you normally see on stage or used by a DJ. You'll need some type of amplifier or PA system to use them as you can't just plug something directly into them. What are you getting them for? They may well be massive overkill (as well as expensive to back up with the correct equipment).

You'll need a seriously f*cking beefy amp to drive them properly. Unless you live in a mansion a half-decent set of passive HiFi speakers and a stereo amp will do a better job without getting you arrested for causing a public disturbance.
