It's a bug- people report it randomly appearing after tennis or helmet activities. I remember a sure-fire way to get it on last-gen: get the Grown Out cut, equip the Stealth outfit. Blow yourself up with a rocket, and then again, and then Trevor will have that hair. I don't want to have to finish the game to get it. Anyone else know how?
