This universe, the HD era (IV, TBoGT, TLaD, V), is completely separated from the 3D era (III, Vice City, San Andreas, Liberty City Stories, Vice City Stories) therefore the events of the 3D era or didn't happen or are very different. They go against the whole "two separate universes" thing, but that is probably just a developer oversight. Vice City still exists in the GTA 4 Universe, just not in its original form as it was in Grand Theft Auto: Vice City Here is a quote from Rockstar Games regarding the universes El Burro is referenced as he was also referenced in GTA 1, so it felt appropriate that he should cross “universes” – the “universes” are the worlds interpreted at different definitions, 2d, 3d and high definition, so we felt brands and radio / back ground characters would exist in both, but 3 dimensional characters would not. Some areas are similar of course. (Hove beach docks being strikingly similar to the Portland Docks) Easter eggs are just easter eggs. But stuff like Claude being arrested during a roberry and Tommy butchering those guys in Harwood never happened in the HD Universe. We can only speculate on what happened. Questions like 'Who did Toni kill?' and 'Did Claude kill Maria?' will remain unanswered for probably ever. The different universe thing is bullsh*t. R* once said 'We don't like to have furry little animals and children in our games'. But in V you have rabbits. It's just that in the 3D era they weren't serious about making it look like an actual city(also they didn't have the tech) but in HD era it's no longer about just providing a virtual playground, it's about making a living world. With GTA IV R* wanted a clean slate and I think this is more apparent in GTA V since there are even less references to the 3D era than there are in GTA IV. The way I look at GTA IV/Liberty City is pretty much to GTA what Batman Begins is to the Batman franchise. A reboot.
