Do paramedics ever revive anyone at all?

So in past gta games the paramedics would come to revive any fallen npcs. Yet I have never seen a paramedic revive any npcs back to health in gta v. Did rockstar dumb it down? Does Los Santos have a terrible EMT program? I have tried multiple times in both story and online to get paramedics to help pedestrians but they always give up and say it's a lost cause. Has anyone ever seen them do their job in the game?

no they just show up to touch the body which........is weird.........i think the paramedic unit is suspect.
