I swear, I been at this place countless time since the very beginning, and I really never remember this building as being yellow, nor having those signs.

 

 

Also the building next to, with that signs that looks like male genitals. Seen this building many times, and I just can't remember that there has been that sort of balcony.

One way to find out would be deleting all patches returning your game to the way it was when it was released. Go back to the area with no patches and see if you're right.

Nothing changed , they just improved textures resolution/quality for those buildings .
