I was in a shootout with this guy and couldn't kill him when I got closer. Then he gets catapulted into the air all of a sudden.

There's no hacks or mods available for PS4 yet. That's simply a disconnection where you still have all the other players in the session, frozen. I've seen it a couple of times. Last time I drove round the map checking out other players to see how they were stuck. One guy was firing his Marksman rifle at another guy over and over, never having to reload, and the other guy was getting hit but never dying. There was also a couple of jets circling each other at the bottom of the map, but I didn't make it because I stupidly got off my bike and couldn't get back on it. When this bug happens you don't seem to be able to get into any vehicles unless their door is open. Bikes don't have doors

 

I changed session after that and was back to normal.
