In all seriousness though vic might have taken over all of those empire buildings but what Sid he do that is significant... Tommy on the other hand has robbed the biggest bank in vice city ( I think) blew up a cafe and had been the owner of the most. Vic's businesses may have been less high profile, but he controlled a lot (if not all) of the drugs, ho's, protection rackets, smuggling and loan sharking in VC.
