Easy solution; don't suck at the game. If you were any good or had half a brain, you could have very easily avoided all of those situations. You chose not to, then complain how the game is broken when in actuality, you're just not a good player. Just practice, you'll get the hang of it!

OP all of your examples are flawed. You should have been a bit cleverer yourself.

 

Both with the jet example and the guy stalking you and then killing you... All you had to do was go passive yourself on both occasions.

 

The other two examples you gave were people going passive when being chased. So what. A) they couldn't be bothered to fight. B) on old gen they could have just launched a job to teleport away anyway.

 

Even if the new real passive mode leaves us open to exploits, it is the greater of two evils. Last gen passive mode was a broken mess.

Ive yet to have a single issue with the new passive mode and there tons of threads already where people dont have an issue with it. Of course theres going to be people who exploit it, but people will exploit anything in this game. Its not a huge issue. Just deal with it. Furry_monkey are you dumb? Have you even played? They stalk you in passive mode, and as soon as they see a chance (like, you buying clothes or ammo). They go off passive, shoot you. Drive off for 60 secs and come back in passive mode to do the same thing.

Then you go into passive before going into the store. That way when you come out of the store they can't shoot you.
