Omega Does Not Appear On Map!

I completed all the main missions on GTAV besides strangers and freaks a few months ago and I still have Franklin and Michael. I decided that I wanted to get the space docker and upon searching the map for Omega he is not there. Is there something I can do to get him? I haven't talked to him at all in the game before.
