Yes. There's a thread about new stuff on new gen and it's discussed in there, along with the expected "YOU CUD ALWAYZ DO THIS BEFOOR YOR CRAPPY RIPOFF GAME CUMZ AWT!!!!11!!1!", and then the explanation that no, it's different.

I only noticed this recently - at first in SP while I was playing as Franklin, cruising with Chop in a lowrider. It made me laugh

 

My character in GTAO looked like a complete dick in the last session I played... I carjacked someone, jumped in the driver's seat and my character immediately started bobbing her head to the music as I sped off. Clearly she has no remorse for her illegal behaviour.
