Go to the car party west of the scrap yard after 10pm. They are super easy to find on new gen in traffic anyway.

Sometimes they spawn in traffic, sometimes not. Just deal with it and have fun in freemode. Within some time, you eventually find one.

The people spawn in early in the night and the cars will be there later like in the early hours of the morning.

Unsure if this still works on Xbone, but try driving around the Families, Ballas, and Vagos territories in a sports classic. If it still works the same as 360, there's a chance a fully modded Peyote or Tornado will spawn.
