Every day in San Andreas can be your last, with high crime rates and daily explosions. It is and can be tough on the streets. Its only logical that some hordes lots of food and weapons. And some create their own vehicles that makes a ride trough the town easier. Surviving is the number one instinct humans have even if it wrecks havoc on others.
