If it's about artwork then I have to say GTA3 it uses a pretty color palette and is not over the top colored and I like that it has got many different versions just like some bands do with their albums (special Japanese/Australian edition artwork). If it's about the box and the art itself and how it's done then I have to say GTA Vice City takes the cake. Best box of any GTA until now (even better if you get all merchandise): I recently bought the rare white first edition of Vice City (still sealed and I don't want to open it). In my opinion, they are all great, there is none that is the best, because I think they all have the same design, with the lines cut into each characters faces or other stuff, and not to mention that iconic helicopter at the top left corner.
