I always saw it as OG Loc didn't have enough time to write his rhymes in prison due to only being in there for such a short amount of time for such little offences. While in there, starts a relationship with Freddie and they get intimate. When it all dies down and people realise Freddie and Loc have been getting it on, he decides to concoct the rhyme book story and has CJ aide him in taking out Freddy. CJ of course finds out when Freddy yells the things from his bike and mocks him. ("Haha! Were you lonely, Loc?") That'd also be the reason why no rhyme book is recovered.
