Is it possible to buy just, for example, level 4 transmission and not the prev ones

If so does this have the same effect on performance as seperately buying level 1 2 3 and 4 versus buying just level 4 transmission in this case

Yea, you can buy just the level (?) 4 transmission. You don't have to buy the previous upgrades at all; the only reason I could see someone doing that is if they took their time with getting races done and couldn't just get the best parts once they started upgrading their cars.

 

They are not cumulative effects (that is, buying 1, 2, 3 and then 4 is the same as just getting 4), so just go with the best part if you have it. No point in wasting money on upgrades that aren't useful...
