Ah yeah, that's interesting, it never used to be listed there. It's also now showing a few other vehicles that it never used to before. Hope this means the old gen consoles are getting some "new old stuff" too, but now I fear that it's probably just an erroneous inclusion.

Special/Collectors edition items will be available to all players moving from old gen to latest gen. Players who previously owned the collectors/special edition will be able to "purchase" these items for free, but players who never owned the collectors/special edition will have to pay (in-game GTA$) for them.
