Mod: Combing ctOS IV with GTA V for IV Help

Alright, I was recently inspired by the new GTA V trailer so I have decided to upgrade ctOS IV with IceEnhancer to give it that GTA V look. The thing is, I would like to combine both Mods.

 

You see, I would like to recreate Liberty City, to give it that 2014 feel, not 1994 feel. I want to add new Animations, new scripts, more stuff to do. But i need help. Since this is the coding form, I will only post coding help here.

 

First Thing:

The code. I want to change the code of the Peds, to make them spawn more. And also to create custom paths for peds & trains & cars. I do not know how to do this.

The next thing is Activites. I want to add parachuting, hunting, and food related stuff. I dont know how to create your own activities.

Next Thing: First Person Mode. I am already making animations for it, I just need to know how to create a colum in the menu to add/disable first person mode.
