Game controller slows down the game

I'm playing the GTA IV. Yesterday I've bought the Xbox 360 controller for Windows. When I start to use the controller during the game, the game is very slow. It happens only when I use the controller. Even if it is connected but I don't use it everything works fine. But if I even touch one of the buttons the game slows down for the rest of the time. Finally I returned the Xbox controller and bought the Logitech F310, but it seems it uses the same drivers and there is the same problem.

My configuration is Win 8.1, Geforce 840M with 4GB. Without gamepad everuthing works fine with the maximum graphic settings.
