Is Rooftop Rumble broken on purpose?

I don't even join Rooftop Rumble with randoms anymore b/c there's a 75% chance it's gonna fail.

 

It baffles me that people don't realize that trying to "jump the route" and get to where the document car spawns before it spawns makes you fail the mission.

 

People think they're being smart by "getting there early" and cause the mission to fail. It's COMPLETELY a leftover mentality from the old style of playing rooftop rumble where playing it as fast as you could was the best way to earn the money.

 

Yes, the mission is glitched but it kills me that people don't realize that they're causing it. Just stay put, wait for the two cars to come, shoot 'em all up, and then go chase the document....and get paid more since it took you slightly longer.

 

If you want a fast mission, go play some gerald deliveries.
