and I want to compile it to a script mod. How to do that? I mean how to compile from .cpp to .net.dll? I have no idea :/

A .cpp file (which contains C++ code) does not compile to a .net.dll file. A .net.dll file is compiled from C# or VB. If you want to compile to a .net.dll file, you need to convert that C++/Scripthook code to C# or VB/.NET Scripthook code, which really isn't converting, more like rewriting.

Yeah, but the problem is that I need a Modmanager for .sco mods and the most Modmanagers are only compactible with Ps3 or Xbox360

You can just make a .NET script to use the START_NEW_SCRIPT native to invoke it - no need for a 'mod manager'.
