Frontzie
You're not gonna be hitting great fps with your specs. Driver: SF and Sleeping Dogs would be close to unplayable, and Assassin's Creed: Brotherhood would be painful to play. If you're getting 10 fps in GTA IV, I don't think you'd be getting at least 5 fps on either of those games.
kaylinm123
What do I need to upgrade in my pc to run those games maxed out and whould it be cheaper just to buy a gaming pc
Frontzie
You definitely cannot run games with a chipset that well, that's for sure. Are you using a laptop or a desktop? Try and find out what year your processor was produced in, you might want to double your RAM too.

Frontzie
2009? I'd say it's time to upgrade, or buy a whole new PC. If you want to build your own, Nvidia have recently announced price cuts for the GTX760 (great card, use one myself) due to their new cards. The GTX760 is about £150 now, for a processor I would go for AMD if you want a cheap, decent processor (Intel is too much money for performance, IMHO). I have an AMD FX-6300, that was about £70. You'd definitely need a new motherboard, and if you have chosen AMD, you'd need an AM3+ socket. So, you should go for an ASUS M5A99X EVO. It's a great board, has the potential for a lot and room for further upgrades if need be. RAM wise, you'd need DDR3. I'm guessing your current computer has DDR2 RAM, which isn't compatible with the new motherboard (it's DDR3, they don't make DDR2 mobo's anymore). RAM by G. Skill is amazing. Either go for Ares if you want low profile (recommended if you want a Zalman/Cooler Master heatsink) or for standard size go for Ripjaws (8GB G. Skill Ares for £60) You'd need a heatsink, as stock AMD fans aren't that great. If you prefer air cooling than to water, I have been using a Zalman CNPS9900 MAX-R, temperatures have been dropped by 5-10C from stock depending on games. Also, a decent thermal compound (Arctic Silver 5, without a doubt), the Zalman stuff isn't too bad though. NEVER use the generic white paste, you'd have better temperatures if you p*ssed on it. For water cooling, a Corsair H100i would be sufficient. Check measurements for cases, the NZXT Guardian 921RB would work, and has water cooling ports of the case (a must if you do water cool). Case fans, Corsair AF120 Quiet edition (if you want it silent, look no further). Hope this helps.
Kampret
You may want to build a whole new PC instead, like Frontzie said. How much is your budget currently?
Koger
Intel Core i5 3570 4GB RAM (or more , up to personal opinion) GTX 750 Ti / GTX 660 / GTX 580. A decent 500 or 600w power supply. 1 TB Hard Drive. Shouldn't go above $1000.

Also, a R7 260X should be able to max-out the game (not sliders though).

Frontzie
Do I really need a cooler I don't play for longer than 2 hours doing stuff so do I need it Do I need to build a new pc or just upgrade my old one You DO need a cooler. You should NEVER use your computer without a cooler installed. Causes a lot more harm that you think, even if you don't use it for that much. Once your processor hits a certain temperature, the damage is irreversible. If your current computer is 5+ years old, chances are the motherboard uses DDR2 RAM (VERY expensive now and hard to find), and as technology has aged quickly, it would be best to buy/build a new PC. Naroon
You should be good with the stock cooler that your processor would come with, so long as you don't overclock (which, since you said you're not very knowledgeable about these things, it's best you don't worry about it, lol.) It's best that you would build a new rig since upgrading your current one would be more trouble than it's worth, besides adding in a new GPU and a power supply to properly drive it. Also would have to factor in the cost of a new copy of Windows (most people usually suggest Win 7 and there's nothing wrong with that, but Win 8.1 is decent too, really, Metro crap be damned.)
