slohbur
You need to play this mission at least once in order to appear in your Jobs List. You can call Martin and request a job from him and hope he gives you Extradition. If you're on Xbox, I can host the mission for you. If you're not, create a topic here and see if someone is kind enough to host the mission for you. Don't forget to state your platform in the title. Butterfly57
It can happen this way at times. I didn't get this mission until I was way past level 120. Not one phone call to offer it, and it never appeared on a voting screen if playing with others who may have had it t unlocked. It eventually unlocked when i was driving in the Fort Zancudo area. My only thought is the phone call triggers when the right level and within a certain distance of the start point. I've still got other missions needing unlocked too. Maybe try joining random jobs - it may come up and it will be added to your job list once completed.
