Can someone explain what happened to Passive mode prior 1.17?

I cant play gta for a few weeks due to circumstances , so i would really appreicatet it if someone could legit explain wht happened to passive mode ?(yes i did google it but its showing no explanations prior 1.17 )

It goes away once you exit a vehicle.... think that's about it.

I've noticed that passive mode deactivates once the timer hits 0:00 when disabling it. Some guy did that to me yesterday. Maybe it's just me?

I don't think it's fair that while you are waiting for the timer to hit 0:00 people can kill you and you can't defend yourself

I actived passive mode and climbed some wall to avoid to get run over by a zentorno.. Passive move went off and i get killed. No joke.

A similar thing happened to me. I went passive to deposit some money and I climbed over a wall. I got shot and killed 2 seconds later. WTF?

Holy macaroni, is this true? I used to think that people saying R* are a bunch of trolls were just paranoid/exaggerating, but this is too much. I'm now convinced, biggest troll yet, lol.
