Here's a huge difference, you can avoid paying the toll, and even, crash through it if you have a police vehicle, and easily evade the cops, or even just hare a Taxi.

You were never forced to pay the tolls, you were, however, forced to eat in SA.

 

So, you comparison between toll and eating;
