NPC's - undercover cops with police radios?

So I got a wanted level and tried getting in the next lane over, but out of nowhere this truck swerved in front of me so I couldn't move without smashing into this truck.

 

Then I swerve back into the other lane and the truck did the same thing exact, so just to make sure this was really happening I kept swerving lanes and we went back and forth about 10 or 13 times. Couldn't believe my eyes.

 

It felt like at that moment Mr. Smith had turned himself into that trucker and was trying to sabotage my escape.

 

We ended up crashing into each other because there were guardrails so I couldn't get off the road.

 

Who the hell are these people and how do they know I'm wanted by the police?

Traffic responds to things you do. Shoot your gun. They go nuts. Act normal, they don't freak out.

I actually have noticed police dots that didn't turn up as regular cop cars, but normal sedans, shooting at me.

 

And yes - the blips were flashing red and blue.

Depends which NPCs are spawning.

Traffic swerves the wrong way sometimes. For instance you're driving in the middle of the road and you're 1/4 into the wrong direction lane. Sometimes the NPC will swerve the wrong way to try and avoid you and end up going at you head on.

Police sometimes steal other cars. They'll even take player cars if they are on the street. I thought a player was in the car once because the windows were tinted and the car armored.

Also certain crimes will have vigilantes or gang members pop up with guns to shoot at you.

when a cop is chasing you on foot and you get into a car or something he'll just get the nearest car if his cop car isn't nearby.

I've seen them jacking NPC's and everything.

This NPC was acting exactly as a cop would if they were in a police vehicle.

I think our toons have chips installed inside of them by the FIB as a way to track our location and our every move. The cops in this game are WAYYYYY too accurate with everything we do and where we are and etc. Plus it doesn't help that these NPCs are schizos.
