GTA IV - Looking for mod (turn into npc?)

hi everyone, looking for a mod i saw a few years back that allowed you to turn into any NPC you aimed at. don't remember the mechanics... but i think every NPC you turned into had some special power or something.

 

similar to the one someone made for San Andreas...

 

anyone got any leads, please?

edit2: i don't really care if the NPC you turn into has powers or not, just wanna try playing as someone else in the game than nico or one of the other Episodes main characters xD

http://www.gta4-mods.com/script/simple-trainer-version-62-f2115 - it's a trainer. and from what i understand, it Spawns characters, not turns you into them? i wonder if it has the same issues as the first one i found... might try it out to see if i can do missions and save (unlike Player Selector)... although, it's not exactly what i'm looking for either. like a nuclear explosion coming from a pea drop.
