I really think rockstar made a promise with heists they couldn't keep. But a update would be easy if you look at the stockcars and other things sp has and mp don't. If you ad them I would be satisfied.

I think it's evident that heists are done. Probably has been done for a month or two. (That's why they promised them on the first update)

 

They are just waiting to solve the new releases online problems.

 

And maybe enough time to pass for new players to get settled into online.

^^ lol! Other than FPV, there have been zero gameplay changes in GTAO. I doubt it's to let players settle in..
