How to access video Editor without phone

Hello I was wandering how to access the Video Editor without using a cell Phone as I am currently developing a mod for GTA IV and would like to create a trailer. I know I can't pull out my Cell Phone as the savegame doesn't correspond with the level. I also know this is possible as GTA IV: San Andreas let's you do video editing by Pressing f7. Which I am aware this is most likely a script (and if so which .asi also is it just for the video editor function or other functions of the mod?) and if there is no way (by default) to open video editor without the phone then I would like to request a script for that.
