At least, this was the case with MP3. If your purchase V through Steam, then it will have both, RGSC and Steam. There was only one Rockstar title with GfWL and that was GTA IV, so it's safe to assume they won't reintroduce it. Some games that have ditched older forms of DRM actually do this. In GTA V's case i guess it mostly depends on whether they intend to use RGSC as actual DRM too or just as a social feature.
