The GTA Wiki said that this mission was formerly known as Small Fish in a Big Pond and Niko was to simply storm the building without a cover and kill Goldberg. Perhaps this screenshot was from that mission where Goldberg would escape the Office via another exit and escape in a convoy. Those strings are just for this prototype. And the prototypes are both for stuff that was tested for TBOGT. So my guess is while TBOGT was still in heavy development, they wrote a few prototype scripts and then tested them in TLAD. Noticed there seems to be a mission listed with all the other missions which was cut, doesn't load or anything.
