I'm not from NYC so can't confirm, but isn't Brown Streak a parody of something there, and so it wouldn't fit in Los Santos?f

OT: There is a very heavy anti-transit sentiment in the game hence why there is no passenger rail service in the game. Heck, Unity Station is not even in the game.
